Regional HSSE Manager

Role overview

Bureau Veritas is appointing a Regional HSSE Manager for a fixed-term position in Dubai. The manager will implement, oversee and continually improve health, safety and environmental management systems across Middle East operations. Acting as the region's strategic leader, technical authority and primary HSSE contact, the role aligns regional priorities with global objectives while supporting regulatory compliance, environmental stewardship and operational excellence.

Strategic leadership

• Develop and deliver the regional HSE strategy in line with global direction and local business priorities.
• Promote consistent safety excellence and environmental responsibility throughout regional activities.
• Connect regional operations with the global QHSSE team so policies, practices and priorities remain aligned.
• Advise leadership, site managers and cross-functional teams on integrating HSE requirements into routine business processes.

Management systems and compliance

• Implement and maintain HSE management systems that meet ISO 9001, ISO 14001 and ISO 45001 requirements, together with other applicable standards.
• Monitor compliance with relevant local, national and international regulatory obligations.
• Lead the rollout of regional HSE policies, procedures and improvement initiatives suited to operating needs.
• Undertake site visits and inspections to verify compliance and strengthen continual improvement.

Risk, incidents and improvement

• Plan and complete regular audits and risk assessments, identify hazards and confirm that effective controls are established.
• Lead investigations into incidents, near hits, unsafe acts and unsafe conditions, including root-cause analysis and timely corrective-action follow-up.
• Guide risk-reduction measures, including safety reviews and recommendations for capital improvements.
• Track, analyse and report HSE key performance indicators, trends and improvement priorities.

Communication, training and CSR

• Deliver global and regional HSE communication plans through campaigns, alerts and workforce-awareness initiatives.
• Represent the Middle East region in corporate HSE meetings and report on performance, priorities and ongoing programmes.
• Lead training programmes that strengthen HSE capability across the region.
• Provide periodic HSSE KPI updates to the Regional CSR Ambassador and support delivery of regional CSR targets.
• Participate in CSR initiatives addressing the environment, workplace standards and responsible business practices.

Required qualifications and experience

• Bachelor's degree in engineering, environmental science or a related discipline.
• At least seven years of HSE experience, including leadership responsibilities.
• Strong working knowledge of HSE management systems and ISO 9001, ISO 14001 and ISO 45001.
• Demonstrated success managing regulatory compliance and leading HSE programmes.
• Excellent communication, leadership, influencing and analytical capability.
• Ability to motivate, guide and empower team members, delegate effectively and build strong teams.
• Sound ethics, integrity, judgement and decision-making in uncertain or ambiguous conditions.
• Proficiency with Microsoft Office and varied information systems.
• Fluency in English.
