HSE Officer

Role Overview

Mohamed Jalal Contracting is seeking a Bahraini HSE Officer to develop, implement and maintain workplace health, safety and environmental controls. The role supports regulatory compliance, risk reduction, emergency preparedness and a strong safety culture across a large and diverse operating environment.

Key Responsibilities

• Develop, update and implement HSE policies and procedures in line with regulatory requirements and recognized industry standards.
• Monitor compliance with applicable Bahrain requirements and relevant international safety and environmental regulations.
• Conduct workplace risk assessments and hazard analyses, identify unsafe conditions and ensure hazards are corrected.
• Deliver employee training on safety protocols, emergency procedures and correct use of safety equipment.
• Investigate accidents, incidents and near misses, establish root causes and recommend corrective actions to prevent recurrence.
• Develop and implement emergency response arrangements covering evacuation, first aid and coordination with emergency services.
• Conduct routine workplace safety inspections and follow up on identified deficiencies.
• Maintain clear communication between management and employees regarding safety concerns, initiatives and performance.
• Ensure suitable personal protective equipment is available, used correctly and assessed for effectiveness.
• Monitor environmental aspects, support regulatory compliance and promote sustainable working practices.
• Maintain accurate records of training, incidents, inspections, audits and other relevant HSE information.
• Work with other departments to embed HSE considerations into business processes and projects.
• Promote awareness, accountability and continual improvement as part of a positive safety culture.
• Prepare and submit management reports covering HSE performance, incidents and compliance status.
• Plan and conduct regular emergency drills and implement improvements arising from incidents, inspections and lessons learned.

Required Qualifications and Experience

• Applicants must be Bahraini nationals.
• NEBOSH International General Certificate in Occupational Health and Safety is mandatory.
• At least five years of proven experience as a safety officer carrying out HSE duties in a large, diverse organization.
• In-depth knowledge of Bahrain HSE legislation and procedures.
• Knowledge of potentially hazardous materials and work practices.
• Experience preparing health and safety reports and procedures.
• Proficiency in Microsoft Office.
• Strong organization, attention to detail and communication skills, including the ability to present and explain health and safety topics.

Preferred Qualifications

• A bachelor's degree in engineering or a relevant field is preferred.
• ISO 45001 and ISO 14001 auditing certification is an advantage.
