Lead HSE Engineer

About the role

KBR's Sustainable Technology Solutions group is seeking a Lead HSE Engineer for its project management consultancy assignment with Kuwait Oil Company in Kuwait. This full-time position is listed in Kuwait City. The engineer will implement KOC PMC safety policies, the HSE management system and project-specific plans, maintain legislative and client compliance, and prepare project statistics and reports for the KBR KOC PMC HSEQ Manager.

Responsibilities

• Develop and implement the project HSE management system. Review EPC contractors' systems, recommend changes and advise their HSE managers on consistent compliance to protect workers and the environment.
• Ensure EPC contractors establish and maintain project risk management plans and implement subcontractor tendering and selection processes in time to meet KOC expectations.
• Interpret KOC policies and statutory requirements for contractor management. Monitor Kuwait legislative compliance and communicate new or amended requirements to PMC and EPC managers and employees.
• Ensure contractors maintain health, safety and training statistics, use the information to identify trends, and develop further improvement activities.
• Maintain professional relationships with KOC, regulators and EPC contractors, and keep HSE communication effective among KOC, KBR, contractors and subcontractors.
• Visit sites regularly, promote safe working practices, deliver activity-relevant safety talks and training, and help construction teams identify hazards and plan safe work.
• Ensure each site implements a quality safety observation programme and follows findings through to closure. Support subcontractor safety advisers and site managers in developing and revising site safety programmes.
• Maintain location HSE audit and assessment programmes. Inspect work areas with contractor line managers or HSE representatives and prepare reports.
• Share safety information through workplace noticeboards, posters, newsletters and other channels. Support line managers and construction supervisors with accident investigations and reporting.
• Develop safety initiatives that improve and sustain performance against objectives. Ensure new company and subcontractor employees receive inductions meeting the EPC contractor's safety management system requirements.
• Monitor the availability and use of protective clothing and safety equipment. Advise subcontractor supervisors on project-specific procedures and Job Safety Analysis training.
• Guide supervisors and workers in identifying and controlling hazards, including application of the hierarchy of controls.

Mandatory qualifications and experience

• Bachelor's degree in engineering.
• At least 12 years of total post-graduation experience, including at least eight years of post-graduation oil and gas experience and five years in a Lead HSE Engineer role.
• Practical understanding of oil and gas installation design, construction, commissioning and maintenance.
• Practical experience with HSE management systems, reporting and auditing; ability to develop, update and maintain internal procedures.
• Excellent written coordination and verbal communication skills, with knowledge of local and international safety standards and norms.
• At least two certified HSE courses covering general industrial safety, construction safety, environmental management, industrial hygiene, ISO 14001/OHSAS 18001 lead auditing, NEBOSH, ICertOSH, the ASSE Certificate in Global Safety Management, or equivalent courses.
