What is EMR?
Experience Modification Rate adjusts workers’ compensation (or similar) premium based on claims history versus expected losses for a peer group. A simple teaching ratio is:
EMR ≈ Actual primary losses ÷ Expected losses
Below 1.0 is better than average; above 1.0 costs more. Real NCCI/state formulas add ballast and weighting — use your broker’s worksheet for official EMR.

Estimate EMR ≈ actual ÷ expected primary losses. Explanatory only — official EMR comes from your rating bureau / broker.
Formula: EMR ≈ Actual primary losses ÷ Expected losses
- Real EMR formulas add ballast and claim capping.
- Use the same currency and policy period for both inputs.
- Improve EMR through multi-year loss control — not paperwork alone.
Frequently asked questions
Is this my official EMR?
No. Rating bureaus use regulated formulas. This is an explanatory estimate.
What are primary losses?
Often losses capped per claim (e.g. first $X). Ask your insurer which cap they use.
Why clients ask for EMR?
Many prequalification scorecards treat EMR as a lagging safety/insurance signal.
How to improve EMR?
Prevent claims, manage return-to-work, and keep classifications clean — over years, not overnight.
