VICTORIA, AUSTRALIA — WorkSafe Victoria has issued a safety alert reminding employers and silo users to avoid entry where possible and to assess and control potentially fatal risks when entry cannot be eliminated.
Several high-consequence hazards
Silo entry may expose workers to oxygen deficiency, toxic or flammable atmospheres, material engulfment, mechanical equipment and difficult rescue conditions. Material that appears stable can bridge or collapse, while an operating auger can draw a person into moving product.
Controls before entry
Duty holders should identify whether the silo is a confined space, isolate and lock out mechanical and process hazards, test the atmosphere, use a permit system, maintain communication, provide competent supervision and have a site-specific rescue plan.
HSE Blog’s guides to grain-silo engulfment prevention, confined-space entry procedure and rescue planning provide further context.
HSE Blog analysis
Rescue readiness is not a substitute for preventing entry. The strongest control is to design inspection, cleaning and blockage-clearing methods that can be performed externally.

The announcement was verified from WorkSafe Victoria’s 30 October safety alert listing. WorkSafe Victoria and Victorian government confined-space guidance were used only as technical context, not as independent confirmation of a separate incident. No incident photograph applies.
