KEPEZ, ANTALYA, TÜRKIYE — Four construction workers were killed and another was injured when a tornado destroyed accommodation containers at a building site in Antalya, Türkiye, authorities said on October 27.
The deaths involved workers staying in two containers in Kepez district. Antalya Governor Hulusi Şahin said a crane also fell at the site, but stressed that the crane's collapse did not cause the deaths or injuries.
Governor confirms four deaths
Anadolu Agency's October 27 reporting records the governor's account that four people in one container died, while a worker in a second container survived with injuries. The governor said the surviving worker was in good condition.
The storm struck overnight on October 26–27. Turkish local reporting placed it around 11 p.m. on Monday, while Associated Press described the event as early Tuesday. The official casualty and investigation announcements reviewed for this story were issued on October 27.
The Associated Press report independently confirmed the governor's four-death account. HSE Blog has used that official figure rather than higher totals circulated in some early reports.
Prosecutors examine the circumstances
The Antalya chief public prosecutor's office has opened an investigation. Anadolu reported that the construction owner, manager and other responsible personnel were being questioned.
Questioning and detention reported during an inquiry do not establish guilt. No final finding about the design, anchoring, positioning or suitability of the accommodation units was available in the material reviewed.
Medical teams, firefighters and other emergency responders attended. Daylight searches were carried out to check the affected area, according to the governor's account.
HSE Blog analysis: accommodation belongs in the site risk plan
HSE Blog analysis: Temporary accommodation is part of a construction site's occupational risk profile. Weather planning should cover where people sleep or rest as well as where they work.
For project teams, that means assessing exposure, securing temporary units according to their design requirements and identifying a suitable refuge before severe weather arrives. Warning arrangements must reach workers outside normal working hours, with a clear route to shelter and a method of checking that everyone is accounted for.
These are general considerations and do not establish what precautions were taken at this site. HSE Blog's construction-site welfare guide explains the planning of worker facilities, while its emergency management planning guide covers responsibilities and communication.
Source and photograph checks
HSE Blog reviewed reporting from AP, Anadolu, TRT Haber, Daily Sabah, Türkiye Today, Hürriyet Daily News and Al-Monitor, as well as a DHA report available through search. Several outlets used Anadolu's reporting, so the number of independently originating reports is lower than the number of websites checked. The governor's recorded statements and agency reporting support the essential facts.
